After years of careful planning and persistence, Jennifer Martin is thrilled to announce that the final remaining space at Kuebler Gateway has officially been leased. While the tenant’s identity remains confidential for now, their business will complement the existing mix of tenants and help solidify Kuebler Gateway as a true one-stop destination for the South Salem community.
This particular end-cap space presented unique challenges due to its Commercial Office zoning and specific use restrictions that limited the types of businesses eligible to occupy it. As a result, ownership focused on attracting an ancillary medical use that aligned with both the zoning and the overall vision for the center.
“We had deals fall through due to the pandemic, conflicting use restrictions, and the high cost and long timelines of tenant improvements,” explained Jennifer Martin, listing broker for PacTrust, which owns and manages the center. “Fortunately, we’ve secured a tenant with an established presence in Salem whose plans are a great fit for the property.”
The new tenant is expected to open in late 2025.

SALEM VOTERS APPROVE LEVY TO
SUSTAIN COMMUNITY SERVICES
On May 20, Salem voters approved a five-year local option levy to support essential services, including the Salem Public Library, city parks and recreation, and Center 50+. The measure passed with 57.76% of the vote, affirming strong community backing.
The levy will raise about $14 million annually—roughly $76 million over five years—at a rate of $0.98 per $1,000 of assessed property value. For a typical home assessed at $224,000, that’s approximately $18 per month.
Funds will be held in a dedicated account and overseen by a citizen committee to ensure transparency and accountability.
This approval allows the city to avoid deep service cuts and reinvest in programs that strengthen quality of life across Salem.
